Executive Order 13672: Further Amendments to Executive Order 11478, Equal Employment Opportunity in the Federal Government, and Executive Order 11246, Equal Employment Opportunity

President: Barack Obama

Added sexual orientation and gender identity protections to federal employment and contractor nondiscrimination orders.

Status: Revoked — by EO 14173.

Is Executive Order 13672 still in effect? No. EO 14173 revoked it.

What does Executive Order 13672 do?

EO 13672 amended EO 11478 to add gender identity to federal-workforce protections and amended EO 11246 to prohibit covered contractors from discriminating based on sexual orientation or gender identity. Agencies and OFCCP implemented those provisions for a decade. EO 14173 expressly revoked EO 13672 in January 2025 and separately revoked EO 11246, ending this executive-order framework while statutory protections and court interpretations remain separate.

Administration position: Revocation of the order does not repeal statutes such as Title VII; in Bostock the Supreme Court held Title VII’s sex-discrimination ban covers sexual orientation and gender identity.
