What does Executive Order 13190 do?
EO 13190 established an advisory commission of up to 13 members and required analysis of finance, staffing, facilities, instructional programs and support services. It called for a report and recommendations by August 31, 2001, then termination 30 days after the final report unless extended. A 2002 Senate hearing statement expressly attributed a 2001 finding to the commission, but the full final report was not located in the official repositories reviewed.
Later evidence reviewed September 27, 2026: A 2002 Senate hearing statement cites a 2001 commission finding. The complete final report was not located, so this guide does not infer its full contents or implementation.
Before and after
Before the order
No commission created by this order existed before January 15, 2001.
Federal, state and local education funding and civil-rights law remained the governing framework.
After the order
The commission was directed to collect evidence and deliver a time-limited advisory report; it received no rulemaking or spending power.
A 2002 Senate hearing statement quoted a finding attributed to the commission. The reviewed official sources did not yield the complete final report, so its full recommendations remain unverified.

Legal and source detail
How it works legally
The commission was advisory. EO 13190 did not change school-finance formulas, create an individual entitlement, appropriate funds or displace federal and state education and civil-rights statutes. Its own termination clause made the body temporary.
