Executive Order 13532: Promoting Excellence, Innovation, and Sustainability at Historically Black Colleges and Universities

President: Barack Obama

Established an Education-led White House initiative and advisory board to strengthen federal support and opportunities for historically Black colleges and universities.

Status: Revoked.

Is Executive Order 13532 still in effect? No. Revoked and replaced by EO 13779 in 2017; later HBCU initiatives use successor orders.

What does Executive Order 13532 do?

EO 13532 required agencies to develop annual plans, improve HBCU access to federal programs, strengthen capacity and track results. It created a presidential advisory board and moved coordination into Education. EO 13779 revoked and replaced it in 2017; EO 14041 later replaced that structure and was itself revoked in 2025.

Administration position: The initiative coordinated federal engagement; it did not guarantee grants or change statutory program eligibility.
