Executive Order 13571: Streamlining Service Delivery and Improving Customer Service
President: Barack Obama
Required agencies to publish customer-service plans simplify delivery use technology and obtain public feedback.
Status: In effect. Is Executive Order 13571 still in effect? Yes. Executive Order 13571 remains operative as an unrevoked customer-service directive. On February 24, 2026, the Department of Energy published a service-feedback information-collection notice expressly citing it as authority. The later revocation of Executive Order 14058 did not revoke Executive Order 13571. What does Executive Order 13571 do?
EO 13571 directed agencies that provide significant services to develop customer-service plans, identify a signature improvement and use technology, shared services and feedback to reduce burdens. Later administrations added digital-service and customer-experience policies. Although EO 14058 was revoked in 2025, agencies continued citing EO 13571 in 2025–2026 information collections and service systems.
Before and after
Before the order
EO 12862 established customer-service standards, but digital delivery and cross-agency burden reduction needed renewed direction.
