Executive Order 13600: Establishing the President's Global Development Council
President: Barack Obama
Created an outside advisory council at USAID to advise the President on global development policy.
Status: Completed/expired. Is Executive Order 13600 still in effect? No. Executive Order 13600 is completed or expired. See Federal Register record.
What does Executive Order 13600 do?
EO 13600 established a council of nongovernment experts to bring business, academic, philanthropic and civil-society perspectives into US development policy. USAID supplied administrative support, while senior national-security and economic officials received its advice. Successive orders extended the council through September 2017, but no later continuation followed, so the body and its FACA charter ended while statutory foreign-assistance programs continued.
Later evidence reviewed September 23, 2026: The final extension expired. Federal Register — EO 13708. This later record documents the stated step; it does not by itself establish every downstream agency action or legal outcome.
Before and after
Before the order
Development policy drew on agency and stakeholder consultation without a dedicated presidential advisory council.
After the order
A formal outside council issued recommendations and promoted public-private collaboration through the Obama administration.

Legal and source detail
How it works legally
