Executive Order 13662: Blocking Property of Additional Persons Contributing to the Situation in Ukraine

President: Barack Obama

Authorized sanctions on people operating in selected Russian economic sectors and on supporters of designated actors.

Status: In effect.

Is Executive Order 13662 still in effect? Yes. Active authority supporting blocking and sectoral restrictions on major parts of the Russian economy.

What does Executive Order 13662 do?

EO 13662 allowed Treasury to target persons operating in sectors of Russia’s economy selected by the Treasury Secretary, including financial services, energy and defense. Treasury used it both for full blocking designations and narrower directives restricting financing and energy technology. The Sectoral Sanctions Identifications List and directives remain active alongside much broader post-2022 sanctions.

Administration position: Sectoral sanctions do not necessarily freeze all property: the applicable directive may instead prohibit particular debt, equity or technology transactions.
