Executive Order 13679: Establishing an Emergency Board To Investigate a Dispute Between the Southeastern Pennsylvania Transportation Authority and Its Locomotive Engineers Represented by the Brotherhood of Locomotive Engineers and Trainmen

President: Barack Obama

Created a second Presidential Emergency Board in 2014 to investigate a SEPTA dispute with locomotive engineers.

Status: Completed/expired. Is Executive Order 13679 still in effect? No. Executive Order 13679 is completed or expired. See Federal Register record.

What does Executive Order 13679 do?

EO 13679 invoked section 9A of the Railway Labor Act after the first statutory process did not resolve the dispute between SEPTA and the Brotherhood of Locomotive Engineers and Trainmen. A new three-member board investigated and recommended settlement terms while strikes and lockouts were delayed. The board delivered its report in November 2014 and then ceased to exist; later bargaining governed the parties.

Administration position: The board was a temporary fact-finding and recommendation body; it did not permanently impose a contract or operate the railway.
