Executive Order 13678: Conversion Authority for Criminal Investigators (Special Agents) of the Bureau of Alcohol, Tobacco, Firearms, and Explosives

President: Barack Obama

Allowed qualifying ATF criminal investigators moved during the 2003 reorganization to elect coverage under enhanced law-enforcement retirement provisions.

Status: Completed/expired. Is Executive Order 13678 still in effect? No. Executive Order 13678 is completed or expired. See Federal Register record.

What does Executive Order 13678 do?

EO 13678 addressed a narrow retirement anomaly affecting certain ATF special agents transferred from Treasury to Justice in 2003. It authorized a time-limited election to convert covered service to law-enforcement officer retirement treatment, subject to employee deposits and agency contributions. The election and implementation windows have passed, leaving only historical benefit administration and ordinary retirement law.

Administration position: The order did not grant every ATF employee enhanced retirement credit; eligibility, election deadlines and required deposits limited coverage.
