Executive Order 13677: Climate-Resilient International Development
President: Barack Obama
Required agencies to screen international development investments for climate risks and improve resilience data and planning.
Status: In effect as amended. Is Executive Order 13677 still in effect? Yes. Executive Order 13677 remains in effect as amended by Executive Order 13693 on March 19, 2015. The Federal Register records that amendment and no revocation of Executive Order 13677; revocation of related climate orders or later changes in foreign-assistance policy do not establish that this order itself was revoked. Sources: Federal Register 2014 executive order disposition table, EO 13677; Signed Executive Order 13677; Executive Order 13693, section 16(g), March 19, 2015; Executive Order 13783, March 28, 2017; revokes Executive Order 13653, not 13677.
What does Executive Order 13677 do?
EO 13677 instructed agencies with international development programs to factor climate risk into strategies, project design and funding decisions, and created an interagency working group for data, tools and annual progress analysis. The order was amended in 2015 and was not revoked with EO 13653 in 2017. Biden-era PREPARE work aligned with it, but current climate and foreign-assistance policies have changed practical implementation.
Before and after
Before the order
Agencies used inconsistent approaches to physical climate risks in overseas development investments.
After the order
