Executive Order 13783: Promoting Energy Independence and Economic Growth

President: Donald J. Trump

Directed reviews of energy and climate rules, coal leasing and federal greenhouse-gas estimates; revoked in 2021.

Status: Revoked — by EO 13990 on January 20, 2021.

Is Executive Order 13783 still in effect? No. EO 13990 revoked it in 2021.

What does Executive Order 13783 do?

EO 13783 told agencies to review specified energy rules and policies, including EPA’s Clean Power Plan, federal coal leasing restrictions, oil and gas rules, and estimates of the social cost of greenhouse gases. It also revoked several earlier climate directives. Review was not itself a repeal of the underlying regulations; agencies needed separate lawful action. EO 13990 expressly revoked EO 13783 in 2021. EO 14148 revoked EO 13990 in 2025 but did not expressly restore EO 13783.

Administration position: The claimed economic benefits were the administration’s policy rationale, not findings established by the order.
