Executive Order 13699: Establishing the Advisory Board on Toxic Substances and Worker Health
President: Barack Obama
Established the expert board that advises Labor on toxic-exposure evidence and claims under the Energy Employees compensation program.
Status: In effect.
Is Executive Order 13699 still in effect? Yes. Active statutory advisory board administered by Labor and currently authorized through December 19, 2029.
What does Executive Order 13699 do?
EO 13699 implemented a 2015 statutory mandate by creating the Advisory Board on Toxic Substances and Worker Health. The board reviews exposure matrices, medical guidance, evidentiary standards and the quality and consistency of technical work in claims involving nuclear-weapons workers. Congress later expanded its duties and extended its life; Labor reports that the board is scheduled to terminate on December 19, 2029.
Before and after
Before the order
Labor administered toxic-exposure claims without the congressionally mandated outside technical board.
After the order
Scientific medical and claimant-community members began reviewing program evidence and procedures.
