Executive Order 13701: Delegation of Certain Authorities and Assignment of Certain Functions Under the Bipartisan Congressional Trade Priorities and Accountability Act of 2015

President: Barack Obama

Assigned presidential consultation, transparency, reporting and negotiating functions under the 2015 Trade Promotion Authority law.

Status: Completed/expired. Is Executive Order 13701 still in effect? No. Executive Order 13701 is completed or expired. See Federal Register record.

What does Executive Order 13701 do?

EO 13701 delegated duties in the Bipartisan Congressional Trade Priorities and Accountability Act to the US Trade Representative and other officials. The statute created expedited congressional procedures for qualifying trade agreements and extensive consultation and publication requirements. Its authority was extended through June 30, 2021 and then expired; the delegations retain historical significance for agreements and reports handled under that framework.

Administration position: The order delegated executive tasks but could not extend fast-track procedures beyond the date Congress set or approve a trade agreement without the statutory congressional process.
