Executive Order 13703: Implementing the National HIV/AIDS Strategy for the United States for 2015-2020

President: Barack Obama

Directed agencies to carry out the updated National HIV/AIDS Strategy through 2020 and report progress.

Status: Completed/expired. Is Executive Order 13703 still in effect? No. Executive Order 13703 is completed or expired. See Federal Register record.

What does Executive Order 13703 do?

EO 13703 assigned agencies roles in carrying out the updated 2015–2020 National HIV/AIDS Strategy, including planning, coordination and progress reporting. That strategy period ended. HIV.gov archives it alongside the later 2022–2025 strategy, while HHS continues to administer HIV prevention and care programs under their own authority. Neither a plan target nor the executive order alone creates an individual entitlement to treatment.

Administration position: The strategy coordinated programs and targets; it did not itself create individual eligibility for treatment or override public-health and appropriations statutes.
