Executive Order 13747: Advancing the Global Health Security Agenda To Achieve a World Safe and Secure From Infectious Disease Threats

President: Barack Obama

Organized US departments around prevention, detection and response to infectious-disease threats through the Global Health Security Agenda.

Status: In effect. Is Executive Order 13747 still in effect? Yes. Executive Order 13747 remains unrevoked in the Federal Register disposition table. Executive Order 14148, signed on January 20, 2025, revoked Executive Order 13987, which had directed its council to reconvene, but did not name or revoke Executive Order 13747. This distinction does not confirm the council's current operations. What does Executive Order 13747 do?

EO 13747 assigned US agencies roles in the Global Health Security Agenda and established an interagency review council to coordinate support for countries’ ability to prevent, detect and respond to infectious-disease threats. EO 13987 reconvened that council in 2021, but EO 14148 revoked EO 13987 in 2025. The international GHSA has a 2024–2028 framework; that does not itself establish the council’s current US staffing, meetings or budget. No express revocation of EO 13747 was found in the later orders reviewed.

Administration position: The framework supports preparedness and international capacity; it cannot eliminate outbreaks or authorize domestic mandates without separate law.
