Executive Order 13712: Blocking Property of Certain Persons Contributing to the Situation in Burundi

President: Barack Obama

Authorized targeted sanctions against actors driving violence, repression and instability in Burundi.

Status: Revoked — by EO 14054 on November 18, 2021.

Is Executive Order 13712 still in effect? No. EO 14054 revoked it in 2021.

What does Executive Order 13712 do?

EO 13712 declared a national emergency after violence surrounding Burundi’s 2015 elections. It authorized blocking and entry sanctions for threats to peace, attacks on civilians, human-rights abuses, obstruction of humanitarian access and support for designated persons. President Biden terminated the emergency and revoked the order through EO 14054 in November 2021; OFAC then removed the Burundi sanctions regulations.

Administration position: The program was targeted, not a comprehensive embargo on Burundi, and its termination preserved liability for earlier violations.
