Executive Order 13742: Termination of Emergency With Respect to the Actions and Policies of the Government of Burma

President: Barack Obama

Ended the national emergency and economic sanctions imposed on Burma’s former military government under older orders.

Status: Completed/expired.

Is Executive Order 13742 still in effect? No. Completed 2016 termination of the earlier Burma emergency; a separate 2021 emergency remains relevant.

What does Executive Order 13742 do?

EO 13742 terminated the Burma-related national emergency declared under EO 13047 and revoked that order and five later orders, including EO 13651’s jadeite and rubies import restrictions. OFAC issued implementation guidance in October 2016. After the 2021 military coup, EO 14014 declared a separate new Burma emergency. The newer sanctions program does not restore the orders ended in 2016.

Administration position: The 2016 termination did not prevent a later president from imposing new sanctions in response to new events or preserve the old prohibitions indefinitely.
