Executive Order 13743: Charitable Fundraising

President: Barack Obama

Updated the CFC’s volunteer pledges and administration; OPM later added recurring annuity gifts for retirees.

Status: In effect.

Is Executive Order 13743 still in effect? Yes. Its Combined Federal Campaign amendments remain operative. OPM implemented recurring annuity gifts in its August 3, 2017 campaign memorandum; the Federal Register disposition entry lists no revocation as of October 16, 2026. EO 13743 disposition.

What does Executive Order 13743 do?

EO 13743 amended EO 12353, the governing order for the Combined Federal Campaign. It permitted federal employees and uniformed-service members to pledge volunteer time and told OPM to consider contributions deducted from federal annuities. The order did not itself require retirees to donate or set a deadline for introducing annuity deductions. Signed order, section 1(b).

OPM’s August 3, 2017 memorandum announced recurring gifts from civilian and military retirement annuities and employee volunteer pledges. Annuitants previously could make one-time pledges; recurring deductions were the additional avenue. The memo also described a national donor system, but those wider CFC reforms should not all be attributed to this order alone. OPM’s 2017 implementation memorandum.

Administration position: The order enables giving and volunteer pledges; it does not compel donations or make every nonprofit eligible for the campaign.
