What does Executive Order 14177 do?

Re-established the President's Council of Advisors on Science and Technology with up to 24 members to advise on science, technology, education and innovation policy.

Later primary evidence reviewed September 24, 2026: A later presidential notice continued the science-and-technology advisory council established by this order. Official source. The cited steps do not establish every downstream effect.

Administration position: The order links scientific leadership to economic and national security. That is a policy rationale; the council is advisory and does not itself regulate or appropriate funds.

Reading the operative provisions of Executive Order 14177

PCAST is an advisory council, not a regulator or a cabinet department. EO 14177 establishes a mechanism for the President to receive advice on science, technology, education, and innovation. Its members advise and report; they do not independently set agency policy, award grants, issue binding standards, or spend appropriated funds. Agencies remain responsible for acting under their own statutes after considering any recommendations.

Because PCAST is a federal advisory committee, its meetings and records are generally governed by the Federal Advisory Committee Act and the council’s charter, subject to any lawful exceptions. The order’s membership and leadership provisions establish who may organize the advice process, but the public meeting notice and minutes show when the council actually met and what recommendations it considered. A continuation notice for advisory committees can affect the council’s ability to keep operating; it is a later administrative record rather than part of EO 14177 itself.

The council’s value to readers is therefore as a source of recommendations and policy analysis. A report may influence a later presidential direction or agency action, but the report is not the same thing as an executive order or rule. When tracing an outcome, follow the recommendation to the later instrument that adopted, modified, or declined it, and check the legal authority attached to that instrument. Read Executive Order 14177 in the Federal Register.

This means the council’s work should be tracked through its charter, appointments, meeting notices, minutes, and reports. Those records show whether it was convened, what advice it produced, and whether members acted in their advisory role. A report from PCAST can be influential without being binding. If an agency later adopts one of its recommendations, the agency’s rule, grant notice, or policy memorandum is the operative action and must identify its own statutory authority. The later committee-continuance notice cited by this page is relevant to the council’s administrative lifespan, but does not itself adopt any science or technology recommendation.

Before and after

Before the order

A Biden-era PCAST operated under EO 14007, which EO 14148 revoked.

Federal advisory work also remained subject to applicable ethics, records and advisory-committee rules.

After the order

A new PCAST was established with revised membership and priorities.

Its recommendations require separate presidential, agency or legislative action to have binding effect.

A later presidential notice continued the science-and-technology advisory council established by this order.
