President: Bill Clinton

Created a Commerce advisory council on national information infrastructure policy; EO 13062 later identified its work as completed and revoked the order.

Status: Revoked — by EO 13062 in 1997.

Is Executive Order 12864 still in effect? No. EO 13062 revoked it in 1997.

What does Executive Order 12864 do?

EO 12864 created a Commerce advisory council on national information infrastructure policy, including access, interoperability, privacy and security. At a February 1996 White House event, the President received two council reports and discussed their recommendations. This documents council output, not the adoption or effect of each recommendation. EO 13062 later revoked the council order as amended after its work ended.

Administration position: The order presented a connected national information infrastructure as a source of economic growth, productivity and public benefit. Those were policy objectives for the council’s advice, not measured results.
