Executive Order 12890: Amendment to Executive Order No. 12864 of September 15, 1993

President: Bill Clinton

Raised the National Information Infrastructure advisory council’s membership cap from 25 to 30; EO 13062 later revoked the amended council framework.

Status: Revoked.

Is Executive Order 12890 still in effect? No. Revoked with EO 12864 by EO 13062 in 1997 after the council’s work ended.

What does Executive Order 12890 do?

EO 12890 increased the membership ceiling of the National Information Infrastructure Advisory Council from 25 to 30 without changing its advisory role. At a February 1996 White House event, the President received and discussed two council reports. That documents the work of the council whose membership this order expanded, not any measured effect of adding seats or adoption of every recommendation. EO 13062 revoked the parent order as amended in 1997 after the council’s work ended.

Administration position: The amendment expanded the range of possible advisers. It did not change communications law or give the council regulatory power.
