Executive Order 13773: Enforcing Federal Law With Respect to Transnational Criminal Organizations and Preventing International Trafficking
President: Donald J. Trump
Set a transnational-crime coordination policy and directed an existing working group; the working-group section was revoked in 2021.
Status: Revoked. Is Executive Order 13773 still in effect? No. Executive Order 13773 was revoked. See Executive Order 14060: Establishing the United States Council on Transnational Organized Crime, Federal Register record.
What does Executive Order 13773 do?
EO 13773 directed federal law-enforcement, intelligence and diplomatic coordination against transnational criminal organizations and trafficking. It assigned work to the existing Threat Mitigation Working Group under the co-leadership of State, Justice, Homeland Security and the Director of National Intelligence. EO 14060 replaced that working-group structure with a US Council on Transnational Organized Crime and expressly revoked section 3 of EO 13773 in 2021. EO 14148 revoked EO 14060 in 2025, but did not expressly restore section 3; the remaining policy sections of EO 13773 were not named in that partial revocation.
Before and after
Before the order

Legal and source detail
How it works legally
EO 14060 specified a partial revocation of EO 13773, not a full rescission. The later rescission of EO 14060 did not expressly reinstate the prior working-group section. Criminal liability and investigative powers remain statutory.
