Executive Order 13777: Enforcing the Regulatory Reform Agenda

President: Donald J. Trump

Required regulatory reform officers and task forces to review existing rules; expressly revoked in 2021.

Status: Revoked — by EO 13992 on January 20, 2021.

Is Executive Order 13777 still in effect? No. EO 13992 revoked it in 2021.

What does Executive Order 13777 do?

EO 13777 required most agencies to designate a Regulatory Reform Officer within 60 days and establish a task force to identify rules for possible repeal, replacement or amendment. Task forces were to seek outside input and report to agency heads within 90 days; OMB could waive requirements for agencies issuing very few rules. The order did not repeal any regulation by itself. EO 13992 expressly revoked it in 2021. EO 14148 revoked EO 13992 in 2025 but did not expressly restore EO 13777.

Administration position: Regulatory burden was the administration’s policy judgment; any change to a rule required lawful agency action.
