What does Executive Order 13818 do?
EO 13818 declared a national emergency concerning serious human-rights abuse and corruption abroad, blocked property of named persons and authorized Treasury to designate others meeting specified criteria. It drew on the Global Magnitsky Act and IEEPA. The order did not automatically sanction everyone accused of wrongdoing; legal restrictions turn on designations, ownership rules and licenses. OFAC continues to administer the Global Magnitsky program and publish changes.
