Executive Order 13822: Supporting Our Veterans During Their Transition From Uniformed Service to Civilian Life

President: Donald J. Trump

Required Defense, VA and Homeland Security to plan mental-health support for veterans during their first year after service.

Status: In effect. Is Executive Order 13822 still in effect? Yes. Executive Order 13822 remains in effect. See Federal Register record.

What does Executive Order 13822 do?

EO 13822 directed Defense, Veterans Affairs and Homeland Security to submit a joint plan within 60 days for access to mental-health treatment and suicide-prevention resources for transitioning service members in the first year after separation, then report on implementation within 180 days. VA documents a joint action plan submitted in 2018 and subsequent outreach and service measures. The order did not itself create unconditional health-care eligibility or demonstrate a reduction in suicide deaths; coverage remained subject to law and program rules.

Administration position: The order’s concern about transition risk was a policy basis; program effects need outcome data.
