Executive Order 13828: Reducing Poverty in America by Promoting Opportunity and Economic Mobility

President: Donald J. Trump

Directed welfare-program reviews around work and mobility; later revocation and rescission complicate current status.

Status: Revoked — by EO 14018 in 2021.

Is Executive Order 13828 still in effect? No. EO 14018 revoked it in 2021.

What does Executive Order 13828 do?

EO 13828 directed agencies to review public-assistance programs against administration principles on work, self-sufficiency and economic mobility and report possible changes. It did not itself alter benefit eligibility or impose a universal work requirement. EO 14018 expressly revoked it in 2021, and EO 14148 later revoked EO 14018. A 2026 DHS rule describes EO 13828 as reinstated by that later action. The practical effect on any benefit still depends on the governing statute, program rule and any subsequent agency action.

Administration position: The order’s claims about welfare dependence were administration policy judgments; program effects need separate evidence.
