Executive Order 13831: Establishment of a White House Faith and Opportunity Initiative

President: Donald J. Trump

Reorganized White House faith-based partnerships and amended earlier initiative orders; expressly revoked in 2021.

Status: Revoked. Is Executive Order 13831 still in effect? No. Executive Order 13831 was revoked. See Federal Register record. EO 14015 revoked this order.

What does Executive Order 13831 do?

EO 13831 renamed and revised the White House faith-based initiative, amended several earlier orders on federal partnerships with religious and community organizations, and revoked EO 13199 and EO 13498. It described an advisory and coordination role in access to federal programs, subject to law. EO 14015 expressly revoked the 2018 order in 2021 and established a different White House office. Later changes to that replacement require separate review; the 2018 name and structure should not be treated as continuously operating.

Administration position: The asserted benefits of partnerships were policy goals; grants remained subject to program and civil-rights requirements.
