Executive Order 13199: Establishment of White House Office of Faith-Based and Community Initiatives
President: George W. Bush
Created a White House office to coordinate policy, outreach, regulatory review and public-private work involving faith-based and community organizations.
Status: Revoked — by EO 13831 in 2018.
Is Executive Order 13199 still in effect? No. EO 13831 revoked it in 2018.
What does Executive Order 13199 do?
EO 13199 created the White House Office of Faith-Based and Community Initiatives to coordinate executive-branch policy and outreach. EO 13831 expressly revoked EO 13199 in 2018. Later orders established differently named successor offices, including the White House Faith Office under EO 14205 in 2025; they do not revive EO 13199 or make its original office current.
Claim-level review October 2, 2026: EO 13831 expressly revoked EO 13199. EO 14015 later revoked EO 13831, and EO 14205 established a White House Faith Office; neither action restores EO 13199 itself.
Before and after
Before the order
Faith-based and community initiatives were handled across agencies without the White House coordinating office specified by this order.
After the order
The office began work and coordinated the agency centers created by EO 13198. EO 13498 amended the structure in 2009; EO 13831 revoked both orders in 2018 and created a successor initiative. Later presidents created new successor offices under separate authority.

Legal and source detail
How it works legally
This was an internal White House coordination order subject to appropriations and existing law. Its express no-private-right clause did not shield separate agency actions from review under otherwise applicable statutes or constitutional rules.
