Executive Order 13833: Enhancing the Effectiveness of Agency Chief Information Officers
President: Donald J. Trump
Strengthened covered agency chief information officers’ access to leadership and role in IT management.
Status: In effect. Is Executive Order 13833 still in effect? Yes. Executive Order 13833 remains in effect. See Federal Register record.
What does Executive Order 13833 do?
EO 13833 directed heads of covered agencies to have their chief information officers report directly to the agency head, participate in IT governance and oversee technology planning and security. It excluded Defense and independent regulatory agencies under its definitions. GAO documented HUD’s 2018 change to a direct CIO reporting line as one implementation example. The order did not itself modernize a system or prove cost savings; agencies needed budgets, procurement and follow-through.
