What does Executive Order 13853 do?

It directed the council to assess how agencies could use existing authority to focus investments on distressed communities and reduce administrative barriers, and to consult state, local, tribal and private participants. The Domestic Policy assistant had to submit a work plan within 90 days and proposed changes within 210 days. It did not amend the statutory tax treatment of Opportunity Zones.
