Executive Order 13976: Establishing the Wildland Fire Management Policy Committee

President: Donald J. Trump

Created an interagency committee to recommend federal wildland-fire policy changes and required a report within 180 days.

Status: In effect. Is Executive Order 13976 still in effect? Yes. Executive Order 13976 remains in effect. See Federal Register record.

What does Executive Order 13976 do?

EO 13976 created a committee chaired by the Agriculture and Interior Secretaries to examine wildfire prevention, suppression, land management and community resilience. It required recommendations within 180 days but granted no independent regulatory power. Congress later authorized a Wildland Fire Mitigation and Management Commission in the Infrastructure Investment and Jobs Act; that later commission issued a 2023 report and was legally distinct from the EO 13976 committee.

Later evidence reviewed September 27, 2026: A later statutory wildfire commission issued a report, but it was not the committee created by EO 13976. No public EO-committee report was located.

Administration position: The order's wildfire findings were administration assessments. The later statutory commission's work should not be misattributed to the earlier executive committee.

Before and after

Before the order

Wildland-fire policy was divided among Agriculture, Interior, FEMA and other agencies under existing statutes.

After the order

The order established a coordinating committee and report process.

A different commission, created by statute later in 2021, delivered comprehensive recommendations in 2023; reviewed sources did not establish public completion of the EO committee's own report.
