Executive Order 13812: Revocation of Executive Order Creating Labor- Management Forums
President: Donald J. Trump
Ended the 2009 federal labor-management forum directive; a 2024 order revoked this 2017 action.
Status: Revoked — by EO 14119.
Is Executive Order 13812 still in effect? No. EO 14119 revoked it.
What does Executive Order 13812 do?
EO 13812 revoked EO 13522, which had created a National Council on Federal Labor-Management Relations and agency forums. It directed OPM and agencies to rescind implementing policies when lawful, while expressly preserving collective bargaining agreements then in force. EO 14119 revoked EO 13812 in 2024 and directed new labor-management forums. Any later changes to the 2024 framework do not by themselves reinstate this 2017 order.
