Before and after
Before the order
Congress had enacted PEESA pipeline sanctions and EO 14024 supplied broader Russia sanctions authority, but implementation required an additional blocking mechanism.
After the order
OFAC designated pipeline-related property and issued General License 1A, later 1B. The EO 14024 emergency, including steps taken by EO 14039, has been continued and OFAC still lists EO 14039.

OFAC replaced it with General License 1B.
Legal and source detail
How it works legally
IEEPA, the National Emergencies Act, PEESA, regulations and licenses define coverage. The order targets designated persons and property; General License 1B authorizes specified non-pipeline transactions with a designated entity.
