Executive Order 14122: COVID-19 and Public Health Preparedness and Response
President: Joseph R. Biden Jr.
Revoked two pandemic-era orders after the federal public-health emergency ended and preserved ordinary agency authority for future preparedness and response.
Status: In effect. Is Executive Order 14122 still in effect? Yes. Executive Order 14122 remains in effect. See Federal Register record.
What does Executive Order 14122 do?
The revocations ended specified pandemic directives while leaving agencies to conduct future preparedness under their ordinary statutes.
Later primary evidence reviewed September 24, 2026: The National Archives replaced its COVID-specific workplace safety plan and discontinued specified protocols, expressly identifying EO 14122 and OMB M-24-12 as the basis. This is documented implementation at one agency; it does not establish identical changes at every federal agency or erase independent public-health authorities.
Before and after
Before the order
EO 13998 directed COVID-19 safety measures in domestic and international travel, while EO 13994 created data and preparedness coordination.
After the order
The transport-mask and emergency coordination provisions were already spent or inactive. This order formally revoked them; later EO 14236 also revoked EO 13994.
The National Archives replaced its COVID-specific workplace safety plan and discontinued specified protocols, expressly identifying EO 14122 and OMB M-24-12 as the basis.
This is documented implementation at one agency; it does not establish identical changes at every federal agency or erase independent public-health authorities.

Legal and source detail
How it works legally
Public Health Service Act, Stafford Act, transport statutes and appropriations remain controlling. Revocation removed presidential directives but did not repeal permanent public-health authority. This is documented implementation at one agency; it does not establish identical changes at every federal agency or erase independent public-health authorities.
