Executive Order 14029: Revocation of Certain Presidential Actions and Technical Amendment
President: Joseph R. Biden Jr.
Revoked six orders on online censorship, monuments, foreign-assistance branding and regulatory criminal enforcement, and amended Civil Service Rule VI after Schedule F was removed.
Status: Revoked.
Is Executive Order 14029 still in effect? No. EO 14148, section 2(gg), expressly revoked EO 14029 on January 20, 2025. Later orders separately changed the policies it had affected: EO 14189 expressly reinstated three monument-related orders on January 29, 2025, and EO 14171 reinstated and amended the earlier Schedule F order on January 20, 2025. These were affirmative later actions, not a blanket automatic revival of all six revoked orders. EO 14148; EO 14189; EO 14171.

What does Executive Order 14029 do?
EO 14029 revoked six executive orders, not immigration proclamations: EO 13925, EO 13933, EO 13934, EO 13964, EO 13978, EO 13980. They addressed online-censorship policy, protection of monuments, monuments to American heroes, foreign-assistance branding, the National Garden of American Heroes and regulatory criminal enforcement. Signed revocation list.
Its technical amendment concerned Civil Service Rule VI, not EO 14018. EO 14003 had revoked EO 13957, the Schedule F order. Section 3 conformed the civil-service rules by listing Schedules A through E and revising their treatment in the rules on removals. Removing Schedule F from this list was distinct from repealing statutory merit-system protections or deciding an individual employee’s case. Technical amendment and legal limits.
Before and after
Before the order
The six earlier orders supplied separate policy directions. The civil-service text also needed to reflect EO 14003’s removal of the Schedule F framework. These were two strands of action, not an immigration or visa-processing program. Purpose and operative sections.
After the order
Section 1 revoked the listed orders; section 2 told OMB and agencies to consider lawful changes to implementing measures and to abolish related entities where appropriate. A direction to consider rescission was not proof that every agency rule disappeared immediately. Section 3 directly amended the civil-service rule text. Signed sections 1–3.
Trump revoked EO 14029 in 2025. He then expressly reinstated EO 13934, EO 13978 and EO 13933 through EO 14189; the National Garden deadline was separately changed to as expeditiously as possible. The reinstatement text identifies three orders, not all six. The workforce-policy reversal followed EO 14171’s express reinstatement and amendment of EO 13957. Monument reinstatements; Separate civil-service action.
Who had to do what
| Agency / official | Direction | Timing |
|---|---|---|
| OMB Director | Promptly consider appropriate lawful rescission of measures implementing or enforcing the six revoked orders. | Promptly; no numerical deadline in section 2. |
| Executive department and agency heads | Conduct the implementation review and abolish entities established under the revoked actions where appropriate and lawful. | Prompt review; no separate numerical abolition deadline; section 2. |
| Office of Personnel Management | List excepted positions under the revised Civil Service Rule VI schedules; apply the technical rule changes rather than treating the order as a revision to EO 14018. | No new numerical implementation deadline in section 3. |
Original operative text. A legal assignment, a permissive power and documented completion are different. No numerical deadline or fulfilled action is inferred where the text does not establish one.
What happened next
Biden signed EO 14029, revoking six orders and amending Civil Service Rule VI. Signed order.
The order was published at 86 FR 27025. Publication record.
EO 14148 section 2(gg) expressly revoked EO 14029. On the same date, EO 14171 separately reinstated and amended EO 13957; those are distinct instruments. Express revocation.
EO 14189 sections 3–4 expressly reinstated EO 13934, EO 13978 and EO 13933, while amending the National Garden timing provision. Signed reinstatement language.
OPM’s implementation memorandum, originally dated January 27, 2025, bears this update date and describes the later Schedule Policy/Career framework. It is later implementation guidance, not a report of compliance with EO 14029 or proof of every personnel outcome. OPM dated guidance.
Legal and source detail
How it works legally
The order’s preamble invokes 5 U.S.C. 3301 and 3302 for civil-service regulation. Agency rescission work remained subject to the Administrative Procedure Act and other applicable law; section 4 preserves agency and OMB powers, appropriations limits and the absence of a private right created by this order. Revocation of a presidential policy does not by itself repeal a statute or adjudicate a particular prosecution, employment action or benefits case. Signed authority and limits.
For a current workforce question, the later order, applicable OPM rules, agency decision and any controlling court order matter. This guide traces the identified executive-action changes; it does not certify the outcome of every challenge to Schedule Policy/Career. Later workforce order; OPM implementation guidance.
