Status: Superseded. Is Executive Order 13393 still in effect? No. Executive Order 13393 was superseded. See Executive Order 13420: Adjustments of Certain Rates of Pay.
What does Executive Order 13393 do?
Signed on December 22, 2005 and published on December 27, 2005, EO 13393 set 2006 pay schedules for the General Schedule, Foreign Service, certain Veterans Health Administration staff, the Senior Executive Service and other listed positions. OPM distinguished the 2.1% statutory basic-pay increase from the 3.1% overall average authorized in the 2006 appropriations act. The order assigned locality percentages by area, so the overall average was not a uniform personal raise. OPM's civilian tables generally took effect with the pay period starting January 8, 2006. EO 13420 later superseded this annual schedule.
Before and after
Before the order
EO 13368 prescribed the preceding annual pay schedules. Congress and the cited pay statutes supplied the terms for the 2006 adjustment.

EO 13393 issued new statutory, locality and other attached pay schedules for 2006; section 8 expressly superseded EO 13368.

EO 13420 signed on December 21, 2006 later replaced these annual schedules.

Legal and source detail
How it works legally
Sections 1 and 5 address statutory pay and locality schedules under 5 U.S.C. 5303(a), 5304 and section 843 of Public Law 109-115; section 7 sets the effective dates, including the distinct schedules described above. Section 8 expressly superseded EO 13368. A later annual pay order replaced this one, and the average figure does not determine an individual's salary.
