Status: Superseded. Is Executive Order 13420 still in effect? No. Executive Order 13420 was superseded. See Executive Order 13454: Adjustments of Certain Rates of Pay.
What does Executive Order 13420 do?
Signed on December 21, 2006 and published on December 26, 2006, EO 13420 set 2007 pay schedules for the General Schedule, Foreign Service, certain Veterans Health Administration staff, the Senior Executive Service and other listed positions. OPM reported a 1.7% base adjustment and locality increases costing about 0.5% of payroll, for a 2.2% overall average. The 0.5% is an allocation across payroll, not an extra half percentage point for every worker. OPM's civilian tables generally took effect with the pay period starting January 7, 2007. EO 13454 later superseded this annual schedule.
Before and after
Before the order
EO 13393 prescribed the preceding annual pay schedules. Congress and the cited pay statutes supplied the terms for the 2007 adjustment.
After the order
EO 13420 issued new statutory, locality and other attached pay schedules for 2007; section 8 expressly superseded EO 13393.
Section 7 set separate dates: congressional rates in Schedule 6 from February 16, 2007; Schedule 7 continued the existing judicial rates; uniformed-service Schedule 8 from January 1; other schedules from the first applicable pay period beginning on or after January 1.
EO 13454 signed on January 4, 2008 later replaced these annual schedules.

Legal and source detail
How it works legally
Sections 1 and 5 address statutory pay and locality schedules under 5 U.S.C. 5303(a), 5304a and the schedule statutes cited in the order; section 7 sets the effective dates, including the distinct schedules described above. Section 8 expressly superseded EO 13393. A later annual pay order replaced this one, and the average figure does not determine an individual's salary.
