Executive Order 13454: Adjustments of Certain Rates of Pay
President: George W. Bush
Set 2008 federal pay schedules, including a 2.5% General Schedule base increase and locality adjustments costing about 1% of payroll.
Status: Superseded. Is Executive Order 13454 still in effect? No. Executive Order 13454 was superseded. See Federal Register record.
What does Executive Order 13454 do?
EO 13454 prescribed the 2008 General Schedule and Foreign Service base rates, Veterans Health Administration schedules, Senior Executive Service ranges, executive and judicial salaries, uniformed-service pay and locality payments. OPM's implementation memorandum identifies a 2.5% across-the-board statutory pay increase and locality increases costing approximately 1.0% of payroll, for a 3.5% overall average increase. The pay tables took effect for the first applicable pay period beginning on or after January 1, 2008, which OPM identified as January 6. These annual schedules did not establish a permanent rate for any individual position.
Before and after
Before the order
The prior 2007 schedules reflected a 1.7% across-the-board statutory increase and locality additions costing about 0.5% of payroll, according to OPM's December 2006 memorandum.
After the order
The 2008 tables replaced the prior annual schedules for covered pay systems from the applicable January pay period; actual pay still depended on grade, locality and statutory limits.
Later annual legislation and pay orders replaced these time-specific rates.

Legal and source detail
How it works legally
The order cites 5 U.S.C. 5303(a) for statutory pay systems, 5 U.S.C. 5304 for locality payments, 5 U.S.C. 5382 for SES ranges, 37 U.S.C. 203 and 1009 for uniformed pay, and the cited 2008 appropriations act for certain judicial salaries. OPM's memorandum describes how it implemented the annual schedules; the figures are system-wide adjustments rather than an individual's guaranteed raise.
