What does Executive Order 13483 do?
Signed on December 18, 2008 and published on December 23, 2008, EO 13483 set 2009 pay schedules for the General Schedule, Foreign Service, certain Veterans Health Administration staff, the Senior Executive Service and other listed positions. OPM reported a 2.9% across-the-board increase in statutory basic pay and locality increases costing about 1.0% of payroll, for a 3.9% overall average. Its memo separately reported a 2.8% Executive Schedule change after statutory rounding. OPM's civilian tables generally took effect with the pay period starting January 4, 2009. EO 13525 later superseded this annual schedule.

Legal and source detail
How it works legally
Sections 1 and 5 address statutory pay and locality schedules under 5 U.S.C. 5303(a), 5304 and section 142 of Public Law 110-329; section 7 sets the effective dates, including the distinct schedules described above. Section 8 expressly superseded EO 13454. A later annual pay order replaced this one, and the average figure does not determine an individual's salary.
