What does Executive Order 12884 do?
EO 12884 delegated presidential functions under the FREEDOM Support Act and related foreign-assistance provisions. State received specified eligibility determinations and reporting duties; the statutory coordinator received strategy, directive and program functions; assistance agencies and Agriculture received program-specific duties. EO 13118 later replaced references to the International Development Cooperation Agency by assigning section 3 functions to State and preserving other agency responsibilities.
Before and after
Before the order
The statutes vested numerous determinations and reports in the President without this detailed allocation among departments.
After the order
State, the coordinator and program agencies could exercise the specified functions and redelegate them where lawful.

The delegation was reviewed as a legacy framework operating only where the underlying provisions remain applicable.
Legal and source detail
How it works legally
A delegation does not expand the substantive authority, waive statutory conditions or appropriate money. EO 13118 changed the responsible institution after the foreign-affairs reorganization; later legislation governs any current assistance.
