Executive Order 12885: Amendment to Executive Order No. 12829

President: Bill Clinton

Extended the deadline for issuing the National Industrial Security Program Operating Manual to June 30, 1994; the deadline passed and the program later moved to a codified rule.

Status: Completed/expired. Is Executive Order 12885 still in effect? No. Executive Order 12885 is completed or expired. See Federal Register record.

What does Executive Order 12885 do?

EO 12885 made a narrow amendment to EO 12829: it moved the deadline for the National Industrial Security Program Operating Manual to no later than June 30, 1994 so the manual could reflect a security review and changes to the classification system. The deadline and publication task are complete. EO 12829 remains a cited authority for today’s National Industrial Security Program, whose operating requirements are now codified in 32 C.F.R. part 117.

Administration position: The amendment said additional time would align the manual with a security review and classification changes. It did not itself change clearance decisions or declassify information.
