What does Executive Order 13033 do?

EO 13033 attached nine schedules for the 1997 pay cycle, covering statutory civilian systems, the Senior Executive Service, specified executive and judicial salaries, uniformed-service pay and allowances, and locality pay. Its uniformed-service schedule took effect on January 1, 1997; the others applied from the first relevant pay period. It superseded two 1996 pay orders. EO 13071 expressly superseded it for the 1998 cycle, so its figures are historical.
