Executive Order 13176: Facilitation of a Presidential Transition
President: Bill Clinton

What does Executive Order 13176 do?
EO 13176 organized the transition from the Clinton administration to its successor by requiring agency transition coordinators, record preparation, ethics safeguards and an interagency council led by GSA. Those assignments were tied to the 2000 election and inauguration and are complete. The Presidential Transition Act has since been repeatedly amended, and GSA now follows updated statutory and administrative procedures for each transition.
Claim-level review October 2, 2026: The order concerned the 2000–2001 presidential transition. NARA records EO 13476 as its successor; present transitions follow later amendments to the Presidential Transition Act and current GSA procedures.
