Status: Partly revoked. Is Executive Order 13177 still in effect? Partly. Executive Order 13177 remains in force in part. See Federal Register record.
What does Executive Order 13177 do?
EO 13177 implemented a congressionally required National Commission on the Use of Offsets in Defense Trade and created a related President’s Council on commercial-trade offsets. The commission delivered its report on the effects of offset agreements on US industry and security. EO 13316 later revoked the sections establishing the President’s Council because its work had terminated or was complete.
Later evidence reviewed September 23, 2026: EO 13316 revoked sections 5 through 8 governing the President’s Council. GovInfo — EO 13316. This later record documents the stated step; it does not by itself establish every downstream agency action or legal outcome.
