Executive Order 13538: Establishing the President's Management Advisory Board
President: Barack Obama
Created a private-sector advisory board to recommend improvements in federal management productivity technology and service delivery.
Status: Completed/expired.
Is Executive Order 13538 still in effect? No. The board’s last extension, EO 13708 of September 30, 2015, ran until September 30, 2017. The official U.S. Code notes record that endpoint; the next continuation order did not renew the board. This is expiration, not an express revocation of EO 13538. Official extension history.
What does Executive Order 13538 do?
EO 13538 established a GSA-supported advisory board chaired by the Deputy Director for Management at OMB. Up to 17 nonfederal executives advised on management practices, technology, customer service and performance. Continuance orders extended the board through September 30, 2017, during the next administration. Official extension history.
Before and after
Before the order
The administration sought an external channel for operational and private-sector management expertise.
After the order
Executives met with federal leaders and issued nonbinding recommendations on cross-government performance.
