Executive Order 13583: Establishing a Coordinated Government-Wide Initiative to Promote Diversity and Inclusion in the Federal Workforce
President: Barack Obama
Required OPM and agencies to develop strategic plans for a more diverse and inclusive federal workforce.
Status: Revoked — by EO 14173 on January 21, 2025.
Is Executive Order 13583 still in effect? No. EO 14173 revoked it in 2025.
What does Executive Order 13583 do?
EO 13583 directed a government-wide diversity and inclusion strategy, agency plans, barrier analysis and accountability through OPM, OMB, EEOC and the President’s Management Council. Biden’s EO 14035 later expanded the framework to diversity, equity, inclusion and accessibility. The second Trump administration revoked both orders and directed agencies to terminate DEI and DEIA programs to the extent permitted by law.
Later evidence reviewed September 23, 2026: EOs 14151 and 14173 ended programs and revoked EOs 14035 and 13583. Federal Register — EO 14173. Later revocations concern the federal workforce initiatives; they do not establish that every agency practice ended on the same day.
Before and after
Before the order
Agencies operated separate equal-employment and diversity efforts without a single strategic planning framework.
