Executive Order 13584: Developing an Integrated Strategic Counterterrorism Communications Initiative and Establishing a Temporary Organization to Support Certain Government-wide Communications Activities Directed Abroad
President: Barack Obama
Created a State Department center to coordinate US communications to foreign audiences against terrorist propaganda.
Status: Revoked — by EO 13721.
Is Executive Order 13584 still in effect? No. EO 13721 revoked it.
What does Executive Order 13584 do?
EO 13584 established the Center for Strategic Counterterrorism Communications as a temporary State Department organization. It coordinated government messaging, analysis and partner support aimed at foreign audiences vulnerable to violent-extremist recruitment. EO 13721 revoked it in 2016 and replaced the center with the Global Engagement Center, whose statutory authorization expired and which closed on December 23, 2024.
Later evidence reviewed September 23, 2026: The Global Engagement Center closed. State Department archive — GEC history and closure. Closure of that center limits one later implementation channel and does not itself identify a court judgment on this order.
Before and after
Before the order
Agencies conducted counterterrorism messaging without a single dedicated interagency center at State.
After the order
CSCC coordinated strategy until the broader Global Engagement Center replaced it.

Legal and source detail
How it works legally
The Smith-Mundt framework, appropriations, privacy and agency authorities limited communications activity. Later statutes—not EO 13584—governed GEC’s expanded mission.
