Executive Order 13614: Providing an Order of Succession Within the Environmental Protection Agency

President: Barack Obama

Set a sixteen-position sequence for an acting EPA Administrator during a vacancy or inability.

Status: Revoked.

Is Executive Order 13614 still in effect? No. Expressly revoked by a replacement EPA succession order signed on August 12, 2016.

What does Executive Order 13614 do?

EO 13614 provided a detailed EPA order of succession after the Deputy Administrator, moving through general counsel, assistant administrators and specified regional leaders. It applied only to eligible officials under the Federal Vacancies Reform Act and preserved presidential discretion. A new Obama order in August 2016 replaced the sequence and expressly revoked EO 13614, so the 2012 list no longer governs.

Later evidence reviewed September 23, 2026: A replacement order expressly revoked EO 13614. Federal Register public inspection — 2016 EPA succession order. This later record documents the stated step; it does not by itself establish every downstream agency action or legal outcome.
