Executive Order 13615: Providing an Order of Succession Within the Office of Management and Budget

President: Barack Obama

Listed OMB officials who could act as Director when both the Director and Deputy Director were unavailable.

Status: Revoked — by EO 14138 on January 3, 2025.

Is Executive Order 13615 still in effect? No. EO 14138 revoked it in 2025.

What does Executive Order 13615 do?

EO 13615 created a twelve-position continuity list for the Office of Management and Budget, beginning with the Deputy Director for Management and senior program associate directors. It barred someone temporarily acting in a listed office from advancing through that fact alone. EO 14138 replaced and expressly revoked the 2012 order in January 2025; EO 14148 then revoked EO 14138 without restoring the old list.

Later evidence reviewed September 23, 2026: EO 14148 revoked EO 14138 without reviving EO 13615. Federal Register — EO 14148. Revoking a successor order did not automatically reinstate the older revoked order.
