Executive Order 13628: Authorizing the Implementation of Certain Sanctions Set Forth in the Iran Threat Reduction and Syria Human Rights Act of 2012 and Additional Sanctions With Respect to Iran
President: Barack Obama
Implemented statutory sanctions involving Iranian energy, shipping, finance, human rights and communications controls.
Status: Partly revoked. Is Executive Order 13628 still in effect? Partly. Executive Order 13628 remains in force in part. See Federal Register record.
What does Executive Order 13628 do?
EO 13628 implemented provisions of the Iran Threat Reduction and Syria Human Rights Act and expanded designation and transaction authorities. On JCPOA Implementation Day in 2016, EO 13716 revoked several sections. After the United States left the agreement, EO 13846 revoked the remainder and consolidated reimposed Iran measures. Current restrictions therefore rest on later orders, statutes and OFAC regulations, not EO 13628.
Later evidence reviewed September 23, 2026: EO 13846 revoked the remaining order and reimposed consolidated sanctions. Federal Register — EO 13846. The 2018 order changed the operative Iran sanctions basis; an older revoked order should not be described as still independently imposing restrictions.

Before the order

Legal and source detail
How it works legally
IEEPA and multiple Iran statutes supplied authority. EO 13716 partially revoked the order, and EO 13846 revoked it completely while preserving or reimposing relevant sanctions.
