What does Executive Order 13646 do?

EO 13646 established a Treasury-supported advisory council to recommend ways to improve young Americans’ financial knowledge and access to useful financial tools. It drew members from education, government, nonprofits and the private sector. Treasury published the council’s final report in June 2015, including recommendations for financial education in schools, decisions about post-secondary costs, youth employment and protection against identity theft. The order did not itself create a school curriculum or a grant entitlement.

Administration position: The council offered advice; it did not regulate banks, change consumer-credit law or guarantee an account, loan, job or financial return.
